Kibly is a Kapell who ran the Claw and Fish for well over a century. In that time she took the from a back alley street gang to a dock union dominating the sea side. they now control all labor in the ports of the city, and she has retired to open the art gallery of Claw and Brush. She still has considerable influence among the Kobolds, but spends her time and conversation on arts, casts and with her hamster named lunch.
